Charma Bell, Program Director, has been with the program since 1994. Her initial start was due to her oldest daughter’s after school program selecting a handful of 5th grade students to participate in “something new.” Saint Peter’s Cathedral School and the Salvation Army were part of small group to join the LPGA Urban Youth Golf Program of Wilmington. Charma began as a parent volunteer, site coordinator, volunteer instructor, assistant instructor and lead instructor. In March of 2003, she agreed to become the program’s Community Relations Director. Prior to her employment with the LPGA UYGP, Charma worked for Smith Barney Corporate Trust Company for over 11 years. Her duties included being a Trust Administrator and Officer, in addition to being a Notary Public for the State of Delaware, United Way Coordinator and Adopt-A-Family representative. Since 1994, Charma has witnessed and assisted in the program growth from 100 youth in the City of Wilmington to over 3,000 statewide. Her current responsibilities include introducing golf fundamental and life skills education, communicating with local, city and state school officials, non-profit organizations and other statewide agencies in Delaware and selected parts of Pennsylvania and Maryland. To become a recognized coach, you must complete an extensive 3 year training, which focuses on the seamless approach to teaching golf instruction and life skills education. The primary goal is to make a positive impact on the lives of children in a safe and fun environment, which is a goal we strive to meet everyday.
Jane Dorey, Operations Manager, is responsible for the management of The First Tee of Delaware’s daily operations and she provides a wide range of support for the Executive Director and the Program Director including technology, information management, resource and program development, marketing, and public relations. Jane has held this part-time position since April, 2016.
Jane first learned of The First Tee of Delaware when she was the assistant golf coach at Archmere Academy in 2010-2011. She and the head coach, John Brooks, took their golf team to Rock Manor to mentor the very young TFTDE participants as a way of “giving back” and volunteering to help others develop the love of the game. Jane was instantly impressed with the organization and its Nine Core Value philosophy.
Prior to her role at TFTDE, Jane was the Executive Director of The Women’s Golf Association of Philadelphia where she was in charge of the overall management and direction of the organization in accordance with its vision and mission. Her responsibilities included administration, employee and intern management, communications, outreach, tournament administration, handicapping and course rating, finance management, volunteer management, website management, strategic planning, and relationship development. During this time, Jane developed and used alliances with The Golf Association of Philadelphia, The PGA- Philadelphia Section, The USGA, and various other golf-related organizations to enhance the WGAP member opportunities and overall experience.
Jane’s early career was an Elementary and Middle School Educator in the Council Rock School system where she taught several grade levels for 9 years. Shortly after she and her husband had their son, Julian, she returned to CR to teach for a short time before resigning to raise their son and do volunteer work.
Volunteering has been and continues to be a big part of Jane’s life. As a mother of a 2 year old, she founded the Field of Dreams, Inc. to build a 20,000 square foot community playground in her then home town, West Deptford, NJ. Over a period of 1 year, she established, managed, and directed 10 committees, and raised $200,000. Mobilizing and supervising over 1,500 volunteers, the playground was constructed in 6 days and opened on April 29, 1995. Jane continues as president of the foundation.
Aside from many school volunteer positions when her son was growing up, Jane has been or continues to be involved with: Board of Trustees, National Main Street Organization for Woodbury, NJ; President, and Board Member Tavistock Country Club Women’s Association; Tavistock Country Club Green Committee, Infractions Committee and Long Range Planning/Construction Committee, and Golf Course Superintendent Search Committee; Tavistock Country Club American Red Cross Blood Drive Coordinator; USGA volunteer for tournaments
In addition, Jane taught as an adjunct professor at a junior college for 7 years while her son was in school and also is a certified Personal Trainer and Nutrition Consultant. She runs a small, part-time business sharing this fitness passion with others.
Jane’s affection for golf, children and charity are what led her to her position with The First Tee of Delaware where she enjoys helping to promote and grow the association and its philosophy and mission.
Dr. Kim L. Allen is the founder and Chief Executive Officer of A Friend of the Family, Inc., an educational firm that provides training and assistance to school districts and corporations. These services include academics, behavior management, family engagement, and counseling. Her robust repertoire of expertise includes operating early intervention programs, which aid students from kindergarten through twelfth grade, conference presentations, and professional development training for schools and businesses. As an avid partner with these schools and corporations, Dr. Allen works to assist employees in obtaining their maximum potential within their environments through observational evaluations. The philosophy of A Friend of the Family, Inc., is that education demands an environment that will enable youth to maximize their potential – academically, socially, emotionally, and personally.
Dr. Allen earned a Doctorate in Educational Administration and Master degrees in Social Work Management and Educational Administration from the State University of New York, University at Buffalo and University at Albany. She holds certification from the State of Delaware as Supervisor of Special Services and as Secondary Principal. Dr. Allen is further uniquely qualified and accomplished by having administrative certifications in the States of New York and New Jersey.
Dr. Allen co-authored with her husband, William, It Flows Through Us, a book that shows a stepby-step and day-by-day approach of how to use “flow” toward success. The concept of flow is a guide to increase wealth of spirit through giving, friends, family, and relationships in order to promote positive ends. Dr. Allen hosted a show on Comcast’s Channel 28 with her husband every fifth Sunday where they discussed their concept of flow, current events, and featured guest appearances.
Dr. Allen’s committee and Board service includes the Delaware Department of Education Positive Behavior Support Committee, the Markell Education Transition Team where she was a Vision 2015 work group member and as a member of the Metropolitan Wilmington Urban League Achievement Matters Initiative and their Education Advisory Committee. She sat on the Board of Directors for Citizens Bank, Bank of America Excellence Initiative, MBNA Grants Committee, the Girl Scouts of Chesapeake Bay Advisory Council, Leon Weiner Education Foundation, Meals on Wheels Kitchen Kabinet Development Committee, and Board of Directors for Centreville School. She is an active member of Delta Sigma Theta Sorority, Inc., The Links, Inc., National Coalition of Black Women, The Girlfriends, Inc., and International Women’s Forum. Dr. Allen is currently on the Board of the First Tee of Delaware and Chair of the United Way’s “It Takes a Village” Campaign.
Dr. Allen was inducted into the DE Commission for Women’s Hall of Fame in March 2015, was an Honoree of the UNCF Mayor’s Ball Award in March 2014, a recipient of the Top 100 MBE Award for the Mid-Atlantic Region in October 2013 and was inducted into the National Women’s Hall of Fame in December 2013.

William L. Allen, MBA Mr. William L. Allen, Jr. is the Chief Executive Officer of ALW Sourcing LLC, as well as its founder, and majority owner. Mr. Allen (Bill) brings a wealth of knowledge, entrepreneurship, and industry experience to his leadership position with ALW Sourcing.
Prior to launching ALW Sourcing, Mr. Allen served at the highest levels of the largest business process outsourcing vendor in the world, the NCO Group, and the most senior African- American in that world-wide corporation. Bill continues to serve as a senior consultant with this largest provider of accounts receivable management services to creditors in the world.
Early in his career, he learned the power of service-after-the-sale, by leading sales, marketing, and operations groups with Mobil Oil. The lessons learned there, a deep respect for the power of salesmanship, the value of a support organization, and his stellar rise with NCO, set the stage for his success with his ongoing ALW Sourcing venture.
A true entrepreneur, Bill lends his acumen to other business sectors, and community involvement is a recurring theme in those successes. Mr. Allen serves as CEO of A Friend of the Family, Inc.; a Delaware-based incubator for alternative learning programs. Through Bill’s leadership, the venture is growing and proves to be a viable business model, giving students, with special needs, a chance to succeed in the face of personal, environmental, and socio-economic challenges.
As a teacher, in his own right, Mr. Allen contributes to his community by instructing seminars on topics including salesmanship, consumer finance, business development, diversity in the corporate environment, and in marketing.
Bill Allen was featured in Business Week for his philanthropic activities supporting diverse communities of special-needs youth, and of African-Americans. Other acknowledgments of his leadership include, feature articles in the Baltimore Business Journal, and JET Magazine.
Along with his co-author, and wife – Dr. Kim L. Allen, Bill recently published a book – “It Flows Through Us”. The book communicates that the concept of “flow” – showing how the power of hard work and giving back – is within your grasp. This “First Little Book, on the Concept of Flow” presents a new dynamic in how giving back – generates great results, and greater happiness. The book was released in Spring 2011, and has tremendous reader, and critical, acclaim.
Bill Allen recognizes, and is excited about being part of, the Minority and Women Owned Business Enterprise revolution. His book, “It Flows Through Us”, provides business strategies for individuals wishing to participate in that revolution of Minority and Women Owned Businesses. The book reviews key aspects of starting a new business, and discusses methods for discovering business opportunities, with a final chapter on giving back to the community.

Joe Guillebeau, Head Golf Professional Wilmington Country Club for 19 years, has been a Head Golf Professional for a total of 34 years and a 35 Year Member of the PGA of America, Class A-1. Joe is outstanding in his field and has earned many industry awards including: PGA Honors at the Section Level; Golf Professional of the Year; Merchandiser of the Year, 2 times; and Bill Strausbaugh Award Winner, 3 times.
He has served as a board member of the PGA Philadelphia Section for 10 years and as their Employment Chairman for 4 years.
Under his leadership as Wilmington Country Club’s Head Golf Professional, WCC has hosted a number of Delaware State Opens and Amateur Championships for Men and Women, numerous GAP and WGAP events, and national events the likes of the 2003 U.S. Mid-Amateur and the 2013 Palmer Cup.
